iPhone 7 preorder day one using the iPhone Upgrade Program from Apple?

So, I've been wanting to get an iPhone 7 and I'm on AT&T. I don't currently have an iPhone. I want to do the iPhone Upgrade Program from Apple so that I get the opportunity to upgrade every year and more importantly, it comes with AppleCare+ (since I don't like using cases on phones).

Does anyone know if I will be able to do that online (I don't have an Apple Store near me) when it goes up for preorder?

Last year it was in store only but I'm hoping they open it up to online as well! Looking to do this option myself.
