I cannot sign in to iCloud.com as nowhere to sign in on webpage

I wish to edit my iCloud storage and find a particular photo but iCloud.com does not offer sign in

When you FIRST go to the page it should offer a sign in option...

IF you are signed in you'll see your name in the upper right hand corner. If you click on it you can sign out and get back to the sign in screen. OR click on Settings to change stuff.

You can log in and manage your storage on iPhone. Actually, I think you can manage storage options in Settings >iCloud.
