I have 29 GB of photos in photos.app on my iMac - can I safely back up all those photos to an external hard drive, then delete all those photos in the photos.app so they're not eating up all that memory on my mac?

Good news is that you can safely export those photos to an external drive. I've found 2 articles for you to take a look at. One thing you might want to keep in mind though is that whenever you connect your device to your iMac it might prompt you to choose a library. I haven't done it in awhile, but I'm going to assume that the external drive will always be connected to your iMac.
