MacOS Sierra Backup ICloud Documents that are in the cloud.

If I turn "Optimize documents" by uploading them to iCloud when space is low....and they leave an iCloud placeholder behind...how do I back these files up which are no longer on my computer but are only placeholders for a document stored in iCloud?

Wouldn't a time machine backup do what you're seeking to do?
