Best IPad Pro app for drawing with continuous zoom-in option (as detailed as a map app)

Looking for an app where I can draw maps about wine regions of the world, but have the option for a unlimited (or extremely deep) zoom capabilities. For visualization, Id like to start with a country, be able to zoom in deeper to draw a region, then deeper again to draw a sub region and if possible another level deeper to draw actual vineyards. Another option would be a map application where I can draw on, or edit in a way to display the information I am looking for. Please throw some suggestions at me.
