battery percentage never change

i have replace the battery, upgrading the ios, but it still never change ,
note :
the iphone is charging normal and the battery stand still are good
when i restart the phone it keeps restating many times for a while then it goes ok

From what you said in your last sentence I think you should make an appointment with the Genius Bar at your local Apple store and let them help you. Personally I would try a factory reset without installing from backup, and test the phone for awhile to see if you have the repeated restarts.
