What does the bell symbol means next to someones name on find my friends?

On one of my followers/ friends there is a bell icon; does that mean that there phone is currently off and plus; when entering iMessage and checking there location it says location unavailable; so does it mean that there phone is currently off or updatingg or????

Welcome to iMore! The bell means that you have a notification set for when he/she arrives at or leaves a specific location. Tap on your contact's name then tap Notify Me near the top of the screen to edit or cancel the notification.
If you're seeing a location unavailable message either their phone is turned off, they're in an area without sufficient signal to report location, they're not sharing their location, they have their phone on airplane mode, they have disabled location services, or some other thing has occurred causing their location not to be shared with you.
