Connect the device to your computer, initiate the computer's iTunes app, and then see if iTunes detect the device in recovery. If so, go ahead and select restore and update to get your device running properly again. Note: you will lose EVERYTHING so I hope you've made a recent backup. If iTunes does not detect the device in recovery, you may have a problem with the display, and therefore you should make a Genius Bar appointment with the nearest Apple Store to have them diagnose the problem for you.
