Received email that icloud storage almost full, easy way to create more space?

My daughter has iphone 6 on verizon. Since I already backup all of her photos and videos via dropbox, is there a way to delete these files from a windows desktop by logging into icloud.com?

Yes. Simply log in to the iClkoud website, select the Photos / iCloud Photo Library option, and then select the pics to be deleted. Note: the results will be reflected on all devices do configured with that particular iCloud account.

Be sure the "recently deleted" album in photos has been cleared out before each iCloud back up. It will take a lot of space in the back up if you don't. Depends on how many photos are there.
