Welcome to iMore!

As far as I know, your router must be connected to your modem. Then you use that as your base router and create a wi-fi network. Then you take any additional routers and put them in bridge mode which allows them to extend your network. At least this is the way it works with Apple's Airport extreme Base Station and Airport Express.

This is the setup I have in my home. My base station is hardwired to my modem and is used to create my wi-fi network. I then have two other routers that are in bridge mode for extending my network. I have a 2 story home plus basement and it is also very long. That plus the fact that my service comes into the basement. So I needed to extend it. Ultimately it is best to extend your network by hardwire but that is not always an option

Here is Apple's page with all the manuals for their routers.

Here is Apple's guide on Airport and Wi-Fi support. There you will be able to find instructions on how to extend networks.

Hope this info helps you with your networking issues.
