Why won't my 6 plus App Store finish updating 8 and counting apps?

I press update all and they just circle around. Then later I look and the circle is still there but not updated. I also tried one on one ... No luck either.

I don't know, but you can reboot your iPhone and then try again.

Make sure your wifi signal is ok. Reboot your modem/router.

My fiance' had this same issue on his SE last night and this is how I fixed it for him; Go in to Settings > iTunes & App Store and toggle both Apps and Updates a few times and then leave them on. After doing that perform a hard reset (does not delete anything from your phone) by holding down both Power and Home buttons at the same time until you see the Apple logo... then let go of the buttons and allow the phone to reboot.

I dunno why, but I had to do both of those things in that order to get the update/download que to unstick. Doing both of those without the other didn't help for me.
