Why is my notification screen pulled halfway my iPod 5 screen?

My notification screen is pulled halfway down my iPod 5 screen. I try to shut it down but the notification bar is in the way. I also can't unlock it because the screen isn't working. What do I do to fix it?

Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.
