Twitter can't connect to server iOS 9.3.1

Twitter seems to work over my data plan. I even receive notifications. I can update it,but when I go to settings - Twitter account the error message appear. How can I solve this?
Twitter doesn't connect with the server while using my data plan. My device is an iPhone 6s with iOS 9.3.1

It shouldn't have anything to do with your data plan. Settings where? In the phone's Settings? Twitter Settings? What, exactly, happens? Need more information.
