Can't open IPad after new IOS download

Pad will not open after new IOS download. Says my password is incorrect but lies. I never used the Cloud on that Ipad but I used the password I used to set it up originally. No go.

You can try to contact Apple's account security department, but you're going to need proof that you own the device and the account in order for them to assist you.
