Some apps won't re download from iCloud

[iMore Question]

Apps that have been deleted or accidentally deleted such as tidal, Instagram air bnb are all in my cloud but won't re download to my phone . When I push the cloud with the blue arrow it starts loading and stops automatically. I've tried turning my phone off and on, the latest update is installed and some apps will download just not the few I've mentioned .
