iphone 5s engaged signal when ringing number

When ringing my iphone, no ring alert and just keep getting busy or engaged signal

Check you didn't set "Do Not Disturb" (main Settings page) or block the calling number. Try turning the phone OFF. If the problem is in the phone an attempted call should get you the "phone not reachable" message, or instant divert to voicemail. If the problem is in the network it will probably continue with "busy". When you know where the problem lies you know where to make the next step.
