Why did I receive an icloud Keychain code

I received a text message saying your icloud Keychain code is.... I don't have icloud so why did I get this text message?

Welcome to iMore! Do you have an iPhone, iPad or iPod? If so, you have an iCloud account. That being said, I'm not sure why you would receive that text unless you were trying to set up Keychain on another device or someone was trying to access your Keychain information.
