today someone drove off with my phone and the tracking device states it offline... so is there another way to active the phone so I can track my iphone 6

Sorry to hear about the loss of your phone. Unfortunately, there is no way to activate the phone remotely. As long as you had Find My Phone turned on, it will be your best chance of ever getting it back. But you will need to wait till someone turns it on. I wish you luck in possibly recovering it.
