Why isn't my iPhone 5's apps downloading or updating?

My iPhone's apps will not update when I click on the "update" button, and it's not downloading apps either.

Go to Settings>iTunes & App Store and tap on your  ID and Sign out then Sign back in but only after you tried a Hard Reset
