It's currently in its second round of public beta so the GM release is likely still a month or two out. Apple only sets specific release dates for major iOS releases (i.e. iOS 9.0.0, iOS 10.0.0, etc.).

Some recent dates to back this up.

9.1 - released 10/21/15
9.2 - released 12/8/15
9.2.1 - released 1/19/16

Could be towards the end of the month or early March but hard to say at this point!

Really depends on how many rounds of beta testing Apple needs before they're confident that they can release a GM to the masses.
