My iPhone 5s is not letting me send a message to any Samsung/ Android users.

Every time try to send a message to an Samsung/ Android user, it comes up with 'not delivered'. I can still message anyone with an apple device but no one else. What can I do?

Hi and welcome to iMore.

Are you sending them regular SMS? If you are trying to send iMessage, then it will fail, since iMessage is for iPhones only.

Go into settings, messages, and make sure send as SMS is on.
