How to slide the screen up and down or side ways on ipad ?

I cant slide the screen of my ipad either up and down or sideways.

Welcome to iMore! You use your finger to scroll around your iPad screen. It could just be frozen. Reset your device by holding the power button and home button down simultaneously until you see the Apple boot logo.
