I have a new sim which is not active yet,y am i not being able to download apps?

I have tried logging in and out from the app store
changing the date and time and updating the software
My settings are as follows:
all iTunes and app store settings on
I have a working Wi-Fi plan
Restrictions On

If your restrictions are on, is downloading apps disabled in restrictions? Try turning restrictions off and see if it works.
