Why didn't all my photos upload to icloud.com?

We bought the 1 terra plan at icloud.com. It took over two weeks to upload over 44,000 items (photos and videos from "Photos"), but icloud.com shows only 1500 photos. Where are the rest of our uploaded photos and videos?

Sounds like you got iCloud storage and iCloud Photo Library mixed up. They're not the same thing.
