Why is the iCloud backup option grayed out, especially when there aren't any set restrictions?

In Icloud settings, backup button is greyed out? I want to turn on

Settings >iCloud > scroll down to bottom and sign out.

It says in the screen shot that your iPad is being restored. Give it time to finish then see if the problem is still there

Its been restoring for days, it wont finish because it wants me to add paasword for an old Apple account, but when I try and reset password it says email not an apple account?? But keeps asking me to put in password for that email so it can continue restoring. Ridiculous

Since the post was dated December of last year, I'm going to assume the problem is resolved.

I had multiple iPhones associated with my iCloud account, due to two Apple Care warranty reissues and then trading in for an iPhone 7+. The three older iPhone 6S+ phones were still listed as linked to my iCloud account. I went through and "removed" all of the old iPhone 6S+s and the greyed out cloud backup button came back to life. Hope this helps. Cheers!
