How do I sync articles, PDFs, etc. from iPhone 6s to a first generation iPad mini. Both devices are connected to my cloud account

If the item was not purchased from iTunes, then you will either need a PC to sync the content or you will need to open the content on each device. I usually put what I want to read in multiple places in my Dropbox account then I can open it from each device. Once you have the same publication on each device they will stay in sync.
