Download and keep original

Hello please can someone help. I've just upgraded my phone and clicked download and keep original on my pictures, they have some through from iCloud but not at full resolution. I've took them all off and tried again but still the same. I've got 128gb so plenty of storage. Really stuck any suggestions would be greatly appreciated!

are you letting them fully download ? sometimes it takes some time or even opening a pic to get them to download
