Welcome to iMore! Do you know anyone else at that location using T-Mobile? If they're having issues as well it's possible that T-Mobile just doesn't have good service where you are. A few things to try:
1. Go to Settings > General > Reset > Reset Network Settings. See if you see any improvement.
2. Go to Settings > General > About, wait a few seconds and see if a carrier update pops up. If it does, install it.
