How do I turn on icloud back up? ON button will not turn on

I want to back up my Iphone photos on the cloud, but don't know how. It's a company phone and in the past we were blocked from it . Now our IT dept says that we can, but the button will not turn on. Is there an app or something I need to use?

As far as I know you should just go into setting/icloud/photos/on
Maybe your work have to update or unlock something their end first.

I would do a hard reboot (hold power & home buttons down together until Apple logo appears on the screen, then release) to see if that "releases" the button. If not, check with your IT department to see if the block was in fact not removed.
