how do i unblock a used iphone 5s when am not in the us

I have been given an iPhone 5s by my uncle but it is blocked.He purchased it in the us but now when he came back to Kenya it got blocked.How can i get it unblocked as am in a different continent so the thought of me sending it to us is impossible?

Have you uncle call the wireless carrier that he purchased the phone from & have them unlock it.
