I am trying to wipe all data from my I pad but it doesnt give the option to erase all data only reset all settings but it says will NOT erase data

You go to Settings >General >Reset >Erase All Content And Settings, and it's not there? Hmm. Try Reset All Settings first. See if it shows then.
It won't say Erase All Data.
