Why does the App Store and other apps only only work with Wi-Fi?

my app store and a few of my other apps like snapchat will only work with wifi and not data. it turns off on my cellular data in the settings. why

I do not know. I can only *assume* that someone, perhaps a parent, has restricted you from using cellular access with certain apps. Maybe you haven't given those apps access to cellular data.
