Why i can't use texting without enabling my data?

I followed the way to use normal sms messages but it still doesn't work unless i turn on my data.... why? i am an iphone noob and don't understand... please help

plus it was working for awhile until I logged into my home wifi so my phone could use it. now when i turn off my wifi it can't send messages but it can still call? i'm confused!

Do you have iMessage enabled? If so, turn it off.

Settings > Messages > iMessage > Off

Also, make sure "Send as SMS" is turned ON.
