Why isn't my iPhone 5s Touch ID able to be set up?

I bought my iPhone 5s some time in July but I never actually tried to set up Touch ID until now, but it won't even work to let me set up the lock it always starts to scan my finger but at the end of the scan it just says "fingerprint cannot be read" I've tried washing my hands, cleaning home button, I've even tried all 10 fingers it just won't work, may I remind you guys that I've never been able to have it locked with Touch ID at all!

Just in case the TouchID feature is damaged, make a Genius Bar appointment with the nearest Apple Store to have them diagnose the problem for you.
