It's currently not possible. Besides jailbreaking, have you investigated any of the 3rd party keyboards? Perhaps they will be to your liking.

My SwiftKey keyboard. Love using it. It's smarter than the stock keyboard.

I highly recommend Swype. The reason I use it is because it also shows you alternative symbols / characters /punctuation you can use in small print which can be typed by long-pressing the key. I would post an image but I don't have enough post points to do so yet!
