Turned iMessage on not wanting to activate how do I fix

I had to change Apple ID then couldn't send msg had to turn iMessage back on and now won't activate could iCloud have something to do with it

Did you toggle off iMessage, then sign out of iMessage. Then sign in with your new ID?
You should do that with iMessage and Facetime. If you changed your ID, you might also check Game Center to make sure it's correct.
