How do i see all photos albums and folders on all devices?

I have switched on iCloud and moved to photos and on my iMac I can see all my photos, albums and folders. I have created new albums and folders to catalogue everything. But despite being on same set up on my iPhone, I can only see the albums that were on there before i switched over and I can't see the albums or folders that are are on my iMac
I just want to be able to see everything on my iMac photos on my other devices but can't make it happen
Please help as its driving me crazy!
