Old iPhoto library about 400Gb, n3w Photos library 7Mb.

Unless you mistakenly wiped your Mac prior to installing the latest version, your photos should be still on your computer and visible in the new Photos app. You can read an iMore Blog article in regard to the photos app and your photos via the following link.
