Have a New phone number- it's already connected to whatsapp account?

I have a new number, i notice that the number is alreday connected to whatsapp!
although i have not signed my new number (my account still connected with the old number)
how can it be? how i can delete the account on the new number? (there is a picture and weird status) and register with my information from the beginning?

I'm curious about if you report this to Whatsapp they reset this number, the former owner's friend can still contact with you, that's a little bit funny.
