can't get my photos from systems library onto newly created library

I have photos on my mac. I do not want iCloud set up. I created a new library (not the systems default one) and a blank page came up. It said to drag my photos into the new blank library, but they are on the other library and I can't get to them to drag them. I have about 15000 to drag and drop.

It's the normal Finder process as with other files.
