why is my ipad plain white

when I turn on my ipad 4 gen it is white with nothing else on the screen what does this mean

I'd suggest rebooting it, and if that doesn't fix it, do a hard reset by pressing and holding the power and home buttons at the same time until the display shuts off. Then turn it back on. If this still doesn't fix it, put it into DFU mode and do a full restore through iTunes.
