Why isn't the Feedback App installed on iOS9 Beta?

I recently updated my 6+ to iOS9, I've experienced several issues that I would like to report, but the Feedback Assistant app is not on my device? I didn't delete it, it's just not there. Where can I either get the app or provide feedback via alternate method?

If you installed the developer beta then you're right, it's not installed, however, I've heard it being installed on the public beta.

The Feedback App is indeed on the Public Beta of iOS9 as well as OSX-El Cap.
