Music volume low

Music and video volume is low sometimes and after awhile it comes back to normal. I read on the net that if you watch a video on FB this happens and if you close the app by double tapping the home button it comes back to normal. I tried it and it works. Is this a bug and does Apple know about it?

If you're using a beta...there are ways to report it either via the Developer's portal or the Public Beta Feedback app.

I'm am currently using a beta but this was happening on all stable versions.
