Is there a way to enable cell data for Apple Music but not for auto downloads?

I would like to enable both WiFi and cellular streaming for Apple Music but restrict automatic app updates to WiFi only.

It appears there is no way to decouple Apple Music and automatic downloads; they are lumped in together.

The setting is in Settings>iTunes & App Store.

Yeah, I don't think you can do that under the circumstances you've mentioned.
