How can I transfer contacts from an ENV3 to an iPhone 5C?

Just to make things more interesting, the ENV3 is on Verizon and the iPhone 5c is an AT&T Straight Talk.

Find a cellular repair provider that has a CellBrite or similar content transfer device they use and pay 'em to git 'er done.

OR - use Verizon's tools available via MyVerizon to back up from the ENV3...export from the my Verizon to computer... then export from the computer to iCloud and sync to the iPhone.
