Why won't apps access the Internet on commercial Wi-Fi networks?

my phone works great from my home wifi, when i try using it on free commercial wifi networks, the phone shows i am connected but any apps that need an internet connection will not work

It is typical to have to agree to the usage agreement of entities offering free Wi-Fi internet access. The device will connect, but no internet access is allowed until the usage agreement is agreed upon.
