Why am I still unable to transfer info from my old iPad to the new iPad Air?

The instructions for transfer look simple but they do not match with reality for the transfer from my old iPad (2) to the new Air. I am not even sure if my old I pad had the info in itunes.

1. Performs either and iCloud backup or an iTunes backup of your old iPad.
2. On your new iPad Air, go to Settings - General - Reset, and then select "Erase All Contents and Settings".
3. When the process is complete, the device will reboot and then you will be met with the Welcome screen. Select your preferred language.
4. When prompted, select to restore from the backup you just made, whether iCloud or iTunes.
