I don't understand how icloud works

I have 1000 pictures on my phone and 25 GB of cloud storage. I confirmed that pictures had been photostreamed to my computer. Deleted 113 off of my phone. Great! They deleted off of my computer photostream. My camera does not work anymore, because the memory is full....how does icloud work?
