How can I download pictures from my iPhone to my Windows Surface tablet using a cable?

As far as I know, you can't. Having said that, upload the pics to Microsoft OneDrive and then download them onto hour Windows tablet via the OneDrive app.

I have had no problems with OneDrive.

I use the app on my iPhone 5s, my iPad Mini, iPad Air, and my Windows 7 and 8.1 PCs.

It works great and gives you a lot of storage. It backs up the pictures on your iOS devices (if you give that permission in the app).
