Why does Siri give me directions to a street in another country. Doesn't it know whereI am?

When I ask for directions, it gives them to the street in another town, when there is one nearby. Then it gives it to another country. I have to ask for directions to the street, town, country for it to be done correctly.

Is location. Services on for Apple Maps?
Also, be sure you have a contact vCard for yourself in Contacts with your address listed.
